I use this as one of my interview questions. Basically, identify the pattern, convert to/from serialized integers, do linear extrapolation based on a few observations over the years (of the highest seen plate number). The candidate concluded we'd run out later this year, which is what I expected given that I now see "9L......" and even later plates.
