    The author derides those people. But at least as theft or vandalism goes, I can see how with enough inaction from the government people will stop reporting crimes. If it doesn’t get reported it doesn’t appear on the excel spreadsheet and the trend goes down.

    Yep, the crime reporting has and will continue to go on a downward trend.
