While CPD (Continuing Professional Development) is a good idea and especially relevant to IT security, I know it is basically a scam in medicine. Go ask a doctor. Some programs might be sensible, but you can also gain them by visiting exhibitions and those start to advertise with it. It doesn't necessarily mean that you learned something
I don't think I would like to see something like that in IT at all. But I know why they would advertise such a thing of course.
